An integrated instructional program for cartography and geographic information systems in the Department of Geography at the University of Washington develops systematically with the use of a conceptual framework that consists of a matrix of instructional topics cross-listed by courses. Values in the matrix cells represent the depth of treatment for each topic within a course. The instructional program development process suggests that such a framework might be useful in model curricula development as well as departmental instructional program development.
