Scientific and technological progress (STP) is understood to mean the evolutionary, incremental joining and development of science and technology and the continuous increase in the introduction of scientific and technological attainments in production and management. In socialist society, scientific and technological progress derives from numerous elements: the management of science (scientific institutions), the planning and staffing of science, the incorporation of scientific and technological advances in production and management, invention and innovation, etc. It is important to emphasize the close relationship between scientific-technological progress and the functioning of the entire socialist economic mechanism: it includes not only new production methods, machines, and technological processes but the improvement of management at all levels as well.1
