From the urban plan to city projects The urban plan was born in the 1970's as an alternative to functionalist town planning developed under an expanding economy. It saw itself as representing the kind of democracy that respected local history. The rise of policies favouring image in the 1980's saw the return of architectural rhetoric and projects designed for the scale of the city, while town planning involving neighbourhood parti-cipation was relegated to the background.
