Many methods have been developed to support information technology (IT) prioritization at the organizational level. Few studies, however, were undertaken to help the government of a country prioritize IT at the national level. This paper reports on a case study conducted at National Academy of Sciences (NAS) in an Asian country. A scoring method was developed to prioritize ITs and to allocate resources to the promising sectors. The scoring method quantifies technological demands, technological positions, technological resources, and political preferences into quantitative measurements. The application of the method and its impact on the IT resource allocation decisions are also discussed.
