In the article, based on the basic analysis of the development of education in the independent Ukraine developed by the Ukrainian scientists in different aspects of the development of education in the independent Ukraine and taking into account changes in the educational legal and regulatory framework, the division of the general secondary education reforms into periods have been substantiated. Three periods have been defined: I -(1991-2002) national self-identification in general secondary education; II -(2002II -( -2013) ) the formation of the state policy on the general secondary education in a new methodological and socio-economic context; III -(2013-2017)comprehensive modernization of the general secondary education.
