The research seeks to transform Makkah city from an ordinary city to green and smart city, and to Identify the vital role of the competent authorities in this matter. The research discusses the current characteristics and components of a number of green and smart cities to determine the criteria that transform existing cities to smart and green cities. The Content Analysis process was used to analyze the competent authorities' reports, the plans that have been implemented and plans that will be implemented, and to verify the possibility of the competent authorities applying the criteria for the transformation of green and smart cities to the city of Makkah. The most important criteria are developed networks, the Administrative bodies' database, the use of Database and renewable energy, enhance the infrastructure system, transportation, and Green means of transportation. The research recommended to improve the municipal administration by focusing coordination in public facilities and services, and involving the private sector in their development, operation and technological expansion, providing a sustainable healthy environment by addressing visual distortion, developing municipal oversight and managing waste and environmental sanitation, enhancing community participation, and handling all the criteria by the competent authorities using decision-making techniques.
