Reduction in inertial energy injection and delivery of subsequent primary frequency response are key factors that can account for the decline in frequency following a load generation imbalance. While there are newer inverter control schemes that are proposed as a solution, every energy resource has a ramp rate limit that is linked to its natural characteristics. Although the value of this ramp rate can vary across types of resources, the importance of considering the impact of ramp rate during frequency response in a zero inertia power network is often ignored. This aspect will be highlighted here in this paper.
