s war of resistance theory is a useful framework for understanding China's grand strategy. The self-described "active defense" strategy in its 2008 Defense White Paper does not have the full explanatory power that the "war of resistance" offers. Executing the strategy in a global environment dominated by the United States ultimately reveals it is a defensive and nonassertive strategy in nature.
