The application of open government data (OGD) has been actively promoted by governments around the world to better people's lives and increased the effectiveness of governance. Previous studies show that the intention of public servants to implement OGD policies is critical to their success. Therefore, this study explores the individual and organizational factors that affect the intention of public servants to implement OGD policies. Based on the theory of planned behavior (TPB), this study adopts structural Equation Model to analyze secondary data consisted of 1,066 samples of a survey answered by public servants implementing OGD policies in the central and local governments in Taiwan. The results show that the attitude, subjective norm and perceived behavioral control of public servants towards OGD have a direct effect on their intention to use open data, while the influence of risk perception is relatively limited. Such results can be compared with other scholarly findings and used as reference for governments around the world to promote OGD policies.
