In the aftermath of the Nagorno-Karabakh war in 2020, Iran's president, Ebrahim Raisi, has faced new geopolitical constraints in the South Caucasus. The overlapping strategic and material interests of Russia and Turkey have seriously constrained the maneuverability of Iran. The collaboration between Moscow and Ankara following the second Karabakh war is likely to significantly diminish Iran's interests in the region. As a NATO member, Turkey can threaten Russia's monopoly on transit routes and gas supplies to Europe by playing the role of the middle belt in China's Belt and Road Initiative (BRI) and transferring energy through alternative routes to Europe. Russia has clearly aligned its interests with those of Turkey's—potentially holding negative implications for Iran's interests in the region. By playing the Iranian-Azeri card, Turkey can also limit Iran's options in the Caucasus. To counter these moves, the Raisi administration has underscored the importance of cooperating with Baku on the Turkmen gas swap project and the completion of the North-South Corridor. This paper demonstrates that Iran's leverage and assets in the South Caucasus are strictly limited. This is in part due to Tehran's strained relations with Washington, largely because of its 20-year strategic agreement with Russia—not to mention that Iran's attempt to become a permanent member of the Eurasian Economic Union (EAEU) has further deepened its dependency on Russia. In the South Caucasus, the Raisi administration has thus far relied on multilateral cooperation among the key regional players. The foreign policy of Iran's President Ebrahim Raisi and his administration toward the South Caucasus can be explained within the broader context of the so-called “Look to the East” policy framework. This Iranian policy is better understood in terms of expanding relations with Latin America, the Caribbean, and Asia-Pacific, but with an explicit emphasis on bettering Chinese and Russian relations in the form of long-term agreements. Raisi has also stated that the expansion of relations with Iran's neighbors will be vigorously pursued.1 Most notably, a high priority has been placed on Iran's relationship with Russia for military and political affairs and China in the economic arena. The “Look to the East” policy, which puts a high premium on long-term agreements with China and Russia, makes it even more difficult to strike a delicate balance in Iran's foreign policy between the East and the West. This is because Iran's approach emphasizes the establishment of constructive relations with emerging economic powers and influential Asian, African, and Latin American actors. There is no mention of the North American region in Iran's foreign relations, which is incredibly significant.2 This is notable but not unexpected, as relations with the United States have long been strained. Since the inception of the 1979 Revolution, the Iranian foreign policy motto has been based on the slogan “Neither East, Nor West,” emphasizing a negative balance of resolute independence. Under Hassan Rouhani's presidency (2013–2021), however, that approach shifted toward promoting positive interactions with the East and the West. That new policy orientation, which had predated the Rouhani administration, started in 1988 in the form of a “de-escalation policy.” This change reflected an evolving confluence of Iran's economic, strategic, and security considerations. The first wave of de-escalation was initiated with the reconstruction of Iran's relations with the regional countries of the Persian Gulf and the Middle East. The second wave of de-escalation began in 1997, as the country witnessed the benefits of improved relations, enhanced cooperation, and diplomatic engagement with many European countries. One of the main characterizations of the second wave of de-escalation was the advancement of a “confidence-building” process in which Iran's economic and strategic cooperation with European countries significantly improved. Similarly, Iran pursued a strategy of cooperation with other countries in the economic and strategic realms to break its isolation.3 The Raisi administration also launched a serious effort to become a permanent member of the Shanghai Cooperation Organization (SCO) at the Tajikistan Summit in September 2021. At the same time, the signing of many long-term cooperation agreements with Russia and the push to attain permanent membership in the Eurasian Economic Union (EAEU) topped the Raisi agenda.4 The new Iranian government under Raisi has thus far prioritized its relationship with the East over the West.
