The article discusses the shortcomings of existing rating models for assessing the investment attractiveness of regions. Based on the conducted research, a rating matrix has been developed that allows a specific region to be classified into one of nine categories that characterize its current state, investment potential, main advantages and the most significant problems. The availability of a simple and effective tool that allows you to assess the state of the investment climate of Russian regions and the quality of the management activities of the regional leadership aimed at improvement is an important condition for attracting investment. Such a tool should be publicly available to investors, as well as form the basis for the development of strategic plans for the development of the region.
