Based on the analysis of project and process approaches to the management of the scientific sector and the analysis of large scientific and technical projects carried out in previous articles, a methodology for substantiating large scientific and technical projects (megaprojects) has been developed. The issues of identifying socio-economic problems and problems of individual enterprises that can become the basis for the formation of scientific and technical projects are considered. A methodology has been developed for the preparation of large projects based on them, including: justification of the relevance of scientific and technical projects; requirements for the scientific reserve, analysis of the completeness of the resources involved in the implementation of the work; approaches to the development of feasibility studies, including analysis of some errors in its formation; approaches to risk analysis of megaprojects.
