This study established a quality management system for teaching activities in liberal arts subjects at the university level and developed a certification system for liberal arts subjects to improve teaching capabilities. Accordingly, a draft of the liberal arts certification system was developed by applying the development research method to the ADDIE model procedure. The draft certification system was designed by deriving components and core principles in the analysis stage and synthesizing the certification standards and evaluation criteria items in the design and development stages. After conducting three expert reviews of the draft certification system, the final draft of the certification system was developed, and the research results are as follows. First, five components and core principles of the certification system were derived through case studies. Second, improvements to the operational plan were derived through the first FGI, final evaluation data for each evaluation type were derived through the second FGI, and the portfolio form was revised. Through the 3rd FGI, a support program was designed to revitalize the certification system and the support contents were divided into strengthening teaching capabilities, support for class improvement, and sharing/diffusion. Fourth, the final plan for the liberal arts subject certification system was derived by revising and reflecting the results of three rounds of FGI.
