Introduction. The innovative investment model of planning and development of cities in the conditions of crisis phenomena in the economy of the state in the conditions of the legal regime of martial law and the post-war recovery of the country require the search for new approaches in the state management of the development of regions. In Ukraine, there are such state mechanisms for managing territorial economic development as programs for socio-economic development, regulation of inter-budgetary relations, as well as support for regional investment and innovation projects. However, these mechanisms are not efficient enough. The reasons for this can be identified as follows: lack of a systematic approach in the formation and implementation of the state regional policy; imperfection and non-systematic regulatory and legal provision of regional development; ineffectiveness of the current management system at the regional and local level; low financial capacity of most areas of the country; insufficient influence of the system of formation of local budgets and transfers on the economic development of regions; insufficient use of regional development stimulation tools.
