Analysis on the Dilemmas in Policies of Protecting Teachers’ Rights Based on the Systems Thinking

The purpose of this study is to analyze major policies of protecting teachers' rights implemented by the government using causal loop analysis from a systems thinking perspective. The research results are as follows. First, teacher-related policies can not lead to the proper implementation of the system due to the distorted expectations that teachers should be ideal and normative beings under any circumstances. Second, there are internal contradictions in the view on education inherent in the policies of protecting teachers' rights. Suppose a relationship is established in which teachers' rights are strengthened in competition with students' human rights, which are overly emphasized. In that case, contrary to its original purpose of building a harmonious community, a contradiction arises where the system creates an adversarial structure between students and teachers. Third, the dual view on education held by students and parents (pursuing an ideal view on education while internally pursuing a selfish view on education) causes cultural policies to be implemented only superficially. And in the end, it is difficult to lead to a true increase in awareness of members. These three feedback loops of reinforcing the violation of teachers' rights are linked to each other and act as factors that hinder the intended effect of the government's policies.
