In a vote much closer than anticipated, Californians last month approved a ballot measure calling for billions in spending on mental health treatment beds and housing units and the inclusion of substance use treatment in spending through the Mental Health Services Act. Advocates in the mental health community now will closely watch whether the measure's passage results in an actual infusion of new funds or simply a reapportionment of existing money.
