This paper drawing inspiration from Sweden as an epitome of a welfare state that has historically provided public housing (Almännyttan) to ensure citizens' housing stability (tenure), examines the correlation between Sweden's current housing shortage and gentrification trends. It operates on the premise that urban financialization, within the context of neoliberalism, is a key factor. The research delves into the political and social transformations of Sweden's public housing examining qualitative aspects such as policies, institutions, and case studies related to redevelopment. In comparison to Korea's situation, it is intended to emphasize the necessity of securing public communication channels for strengthening civic participation in decision-making on conflict resolution and social consensus. The need for reconsidering the awareness of the state and enterprises regarding land use for sustainable growth, the operation of management systems, monitoring organizations, and sound policies is discussed
