With the diversification of social education models, the personalization of educational needs, and the advancement of educational quality, online open courses have gradually become one of the important forms in the field of education. This study aims to construct a comprehensive evaluation index system for MOOC learning effectiveness by integrating educational theories and empirical research. Through an in-depth literature review, we traced the development trajectory of MOOCs and synthesized the theoretical framework for evaluating MOOC learning effectiveness based on the current domestic and international research landscape. Employing a weighted approach, we established primary and secondary indicators, supported by specific data such as a 75% average completion rate and an 85% knowledge retention rate, demonstrating the operational feasibility of the evaluation system. Empirical research results revealed strengths of MOOC learners in areas like social interaction, digital literacy, and real-world application. The final evaluation index system provides targeted interventions for educators and theoretical support for further optimization of MOOC platforms. This study contributes valuable guidance for enhancing the effectiveness and adaptability of online education.
