Сorruption risks of attracting and using international aid in the sphere of security and defense of Ukraine

The article is devoted to the definition of corruption risks of attracting and using international aid in the sphere of security and defense of Ukraine, as well as possible directions for their minimization. The meaning of the concept of «corruption» in the understanding of international institutions (UN, OECD). Emphasis is placed on the institutional, systemic and latent nature of modern corruption, as well as its influence on the development of the military sphere of the state. The types of corruption that take place in the sphere of state security and defense have been clarified: petty, elite, pyramidal. It is emphasized that counteraction to corruption manifestations and risks in the security and defense sector at the departmental level is multifaceted and requires the presence of departmental anti-corruption rule-making, which corresponds to the strategic anti-corruption documents of the state, as well as the activities of special units (departments, services) authorized to detect facts of corruption in the activities of personnel composition and management links of the security and defense sector. It was determined that countering corruption in the sphere of security and defense of Ukraine has appropriate institutional and regulatory support. It was noted that one of the issues that hinders the full implementation of the anti-corruption strategy in the sphere of security and defense of Ukraine is the lack of a legally defined procedure and channels for whistleblowers to report information with limited access. The classification of corruption risks of attracting and using international aid in the field of security and defense, proposed by NAKO, was considered. It is noted that it is the corruption risks of control over the targeted use of international aid that affect its volume for Ukraine. It was concluded that one of the directions for minimizing corruption risks at all stages of attracting and using international aid in the sphere of security and defense of Ukraine is the regulatory support of this area, the development and introduction of appropriate software for proper accounting and monitoring of the use of international aid and transparent reporting for partner countries . The implementation of the mentioned areas will likely affect the amount of international assistance in the field of security and defense received from partner countries.
