The development of the construction complex in the regions is a key factor in providing energy-efficient, safe, affordable and comfortable housing for citizens living in small towns and settlements. The purpose of the study is to develop a socio-economic justification for program decisions in the field of development of low-rise construction in small towns and settlements. The research methodology is based on a theoretical analysis of the basic scientific principles of low-rise construction management. Statistical data on statistical reporting on low-rise construction served as an information and empirical base of the study. The scientific novelty lies in the formation of the author's conceptual approach to the socio-economic justification of program solutions for small towns and settlements. The study showed that the developed program measures are effective and will ensure the intensification of low-rise housing construction with a high level of comfort and quality in small towns and settlements.
