The article analyzes the federal legislation, as well as the charters of volunteer organizations regarding the concept, functions, principles, organizational and legal forms of activity of volunteer (volunteer) organizations. The concept of the existence of a constitutional and legal status common to all volunteer organizations and the local regulatory status of specific volunteer organizations is expressed. The classification of volunteering functions into organizational, social, humanitarian and educational is proposed. As a gap in the legal regulation of volunteering, the absence of norms on the principles of volunteering in federal legislation was noted.
