The search for ways to solve the problem of achieving a decent quality of the architectural and urban planning environment of Russian cities and settlements is facilitated by a broad professional discussion. For example, in the Middle Volga region, since the 1980s, a large amount of urban planning documentation has been carried out to protect the historical and cultural heritage, primarily the regional capital, Samara. Currently, a major project “Concept of Sustainable Development of the Historical Settlement of Samara” is being developed, which proposes priorities for sustainable development, approaches to combining the protection of cultural heritage sites with selected areas of cost-effective infrastructural and socially-oriented development of the historical settlement of Samara.
