The purpose of this paper is to research the location and distribution planning of reverse logistics network for express packaging recycling and utilization under the environment of uncertain recycling demand. An effective solution is proposed. This paper builds a five-level recycling network including express outlets, recycling centers, remanufacturing centers, sales markets and landfill sites. Based on the fuzzy constraint of demand satisfaction, the constraint of flow balance between alternative recycling facilities and the constraint of capacity of alternative recycling facilities, an integer programming model is established to minimize the fixed cost of facility construction, the operation cost of facilities and the transportation cost of recycling facilities. Fuzzy chance constrained programming theory is used to deal with fuzzy parameter. Simulation experiments verify the effectiveness of the decision-making process of reverse logistics recovery network, which provides theoretical and practical support for sustainable development and circular economy.
