The article analyses a topical issue for Ukrainian youth - involvement and employment in the civil service since young professionals are the basis for a powerful country governed by the rule of law and a driving force in European integration processes. Today, we are concerned with only two aspects - legal and factual. The legal aspect is a systematic analysis of the provisions of the Constitution and the Law of Ukraine “On Civil Service”. In addition, the Cabinet of Ministers of Ukraine has developed a set of programs, the National Agency of Ukraine on Civil Service has taken several measures, and the President of Ukraine has proposed a National Youth Strategy until 2030. All of the above-mentioned legal acts and bylaws comprehensively define the key principles and objectives for the development of the civil service in Ukraine, in particular in the context of attracting and supporting young personnel. The factual aspect is to take into account the difficult current circumstances that have developed for Ukraine and every citizen of Ukraine after 24 February 2022. Military events have a harmful impact on youth policy and infrastructure, causing significant challenges to the development of youth initiatives and opportunities. The article analyses the data of recent sociological studies on the return of young professionals from abroad, as this is crucial for the further staffing of the civil service. It also highlights the issues related to the availability of career opportunities for young professionals. The public sector has traditionally been characterised by a complex bureaucratic recruitment procedure. All of the above becomes a catalyst for distrust and creates a barrier between young people and the civil service. Deepening the modernisation of the public sector in Ukraine is impossible without the active participation of young and energetic professionals who can implement their ideas and make a significant contribution to the development of the state at all levels of government. Young professionals are an integral part of the country’s human resources, and their knowledge, energy and innovative approaches can significantly enrich the civil service and contribute to social and economic progress.
