The necessity for modern specialists to possess risk competence in order to ensure effective work and minimize the likelihood of accidents is a pressing issue in the education system. The insufficient development of professional competencies of graduates of higher education institutions as future specialists is an urgent problem of the modern education system. This can be attributed to the slow adaptation of educational processes to evolving regulatory frameworks, emerging technologies, complex production processes, and changing risks. The implementation of the educational process takes place in an educational environment, the possibilities of which are not fully used. An important structural element of the modern educational environment is the digital educational environment, which allows the use of digital technologies to identify and predict risks. The purpose of the article is to develop a model of an educational environment to form risk competence of students of technical fields. Based on the analysis of educational standards, professional standards, as well as educational programs, a model of an educational environment was developed. The model aims to develop the components of risk competence. The authors developed a set of recommendations to modify the forms and methods of educational process for the discipline "Sources of pollution and environmental protection systems". The recommendations ensure the formation of the risk competence components, stimulate learning motivation, and allow to introduce the elements of individualization into the educational process. This model and recommendations can be applied to enhance the educational environment and modernize the educational environment.
