The historically established Russian type of criminal process can be modernized through the optimization of two key criminal procedural institutions: accusation and evidence. The monopoly of investigative power over prosecution and evidence can be mitigated in the light of the concept of “investigative-accusatory power”. This concept involves strengthening the prosecutor’s power over these institutions by endowing him with the appropriate procedural rights.
