The article examines the innovative attractiveness of the regions of the Northwestern Federal District in the territorial area of Russia according to the stages of the innovation process «research – production», as well as by combinations of these stages, that allows us to study and analyze the strengths and weaknesses in each region under study. The study of the innovativeness of the regions is based on the methodology of measuring and evaluating competitive attractiveness. To characterize the level of innovation in the regions it is proposed to calculate the coefficient of competitive attractiveness for each region of the Northwestern Federal District. It shows how much the analyzed region lags behind the advanced one in terms of the estimated indicator. The proposed methodology is being tested on the example of the regions of the Northwestern Federal District according to official statistical data 2021. In each of the variants of combinations of stages of innovative competitive attractiveness regions are typologized into three groups according to the degree of innovation, divided into groups of high innovation, medium, as well as reduced and low. General conclusions are drawn about the innovative competitive attractiveness of the regions of the North-West according to the stages of the innovation process «research – production».
