The article considers the procedure for developing a strategy of socio-economic development of small municipal formations on the example of the strategy of the Tazovsky District of Yamalo-Nenets Autonomous Okrug. The article defines small municipal formations as municipal formations with a population of up to 50 thousand people. In general terms, the algorithm of the development strategy of the Tazovsky district of Yamalo-Nenets Autonomous Okrug provides five stages: questionnaire survey of different groups of respondents on a wide range of issues and identification of pain points of the territory; confirmation/confirmation of the pain points of the municipality on the basis of field research of experts, identification of strengths and weaknesses of the region on the basis of SWOT-analysis; determination of the initial and alternative models of development of the territory, as well as the directions of reforming the local economy; formation of an alternative model of development of the territory, as well as the directions of reforming the local economy; formation of an alternative model of development of the region. It is substantiated that for small municipal formations of the Far North of Russia the target scenario should include the installation of cyclical reorganization of the spatial model of the territory through the consistent compression of its economic potential towards the center and accumulation of all resources in it with subsequent expansion towards the former settlements. In addition, modern SWOT-analysis for small municipalities should take into account such groups of factors as global warming, geopolitical challenges to the self-sufficiency of territories and new technologies of construction, agrarian crops and distance education. The paper discusses the issue of replicating the proposed algorithm for the development strategy of the Tazovsky District of Yamalo-Nenets Autonomous Okrug to a wide class of small municipalities.
