The topic relevance is associated with the unique nature of historical experience of the Judicial Reform of 1864 that became the start of the establishment of independence of the judiciary. Being based on the principles of bourgeois constitutions, the reform guaranteed independence of court in the conditions of preservation of feudal vestiges and absolutism in the Russian empire. The logic of the judicial reform was based on the need for restructuring the entire public government and administration system. It is known that the historical experience of the Judicial Reform of 1864 assuring independence of the judiciary became the basis for qualitative changes in the system of judicial proceedings, which facilitated the establishment of court independence and granted simplified access to justice.
