Financial and Legal Aspects of the Development of Creative Economy in Russia

The development of cultural policy, creative industries and innovations, as well as the achievement of economic success both domestically and internationally, is one of the global tasks set by the modern Russian state. It is difficult to overestimate the role of public authorities' participation in these processes through financial support for various events and projects. At the present stage, public financial activity permeates all spheres of the economy, contributing to their development and replication of successful technologies. In order to unify legal regulation in the field of creative industries at the legislative level and in accordance with the instructions of the President of the Russian Federation, a draft law has been developed that establishes the foundations of state support for creative industries, an important role among which is given to measures of financial and property support for these entities. Within the framework of this article, the role of and a comparative characteristic of certain types of state support for subjects of creative industries (targeted financial and property) is given. The importance of public financial activity for the development of the creative economy has been studied, and the nature of the impact of developing creative industries on public interests, modern demands of society and, as a result, on public finance in general has been assessed. Special attention is paid to the principles of implementation of state policy in the field of development of creative industries and creative entrepreneurship.
