The article examines the constitutional responsibilities of the state in the social sphere and their implementation in the light of constitutional transformations. The proclamation of Russia as a social state in Chapter 1 of the Constitution of the Russian Federation clearly reflects the assignment to public authorities of the obligation to provide social support measures based on generally accepted standards and humanitarian values. Through an amendment to the Constitution of the Russian Federation, the concept of the state’s socio-economic policy is saturated with the substantive content of regulating socio-economic relations. Moreover, additional social obligations of the state towards their own citizens are established. The study of the views of scientists in the context of the influence of constitutional reform on the implementation of the principle of the social state made it possible to come to a conclusion about changing the idea of the appearance of the social state and its close cooperation with civil society, institutions and groups of people. Since constitutional innovations require changes to the current legal regulation, the implementation and prospect of their implementation at the legislative level is being considered. In the final part of the article, within the framework of the positivist approach, the author’s definition of the term “constitutional obligations of the state in the social sphere” is formulated, and the factor that directly determines the achievement of the state’s set guidelines for social policy is revealed.
