Judicial councils are bodies of the judicial community in the Russian Federation that are endowed with a multifunctional scope of powers to resolve priority issues facing the judiciary in the period between judges ‘ congresses and conferences of judges of the constituent entities of the Russian Federation. An analysis of the main stages of the historical and legal development of the councils of judges has shown that the lack of legislative confirmation of their specific functions and powers, as well as the main directions of work, has resulted in various forms of implementation of the tasks assigned to them.
