In modern conditions of strengthening civil society institutions, it is important to pay attention to the municipal level of organization of public power. At the same time, the progressive development of the territories of municipalities is impossible without a systematic dialogue and interaction of local governments with public structures. The authors of the article believe that democratic instruments and a high level of legal culture of citizens are able to ensure the implementation of national projects and state policy at the municipal level in sufficient volume.
