The purpose of this study is to recognize the importance of college students' learning competencies and to develop a learning competency test to diagnose the current competency level. To this end, in order to link the core competencies of H University with the promotion strategies of the Teaching and Learning Center, sub-areas that compare and match are extracted, and the appropriateness and importance of the names of the sub-areas are identified through a Delphi survey targeting professors and students. the final sub-domain was structured, a test tool was developed, and its validity was verified. Through the preliminary test and main test, item analysis, exploratory factor analysis, and reliability analysis, it is composed of six competencies (cognitive learning competency, academic confidence, practical learning competency, use of technical information, internal learning motivation, and major learning immersion). A total of 90 questions were finally developed. As a result of verifying multi-group confirmatory factor analysis for generalization, it was confirmed that it is a test that can be used equally across colleges, grades, and gender. Lastly, in terms of utilizing research results, students' own learning capabilities are identified to develop and supplement their own strengths and weaknesses in learning, and the process of longitudinal changes in students' learning capabilities is confirmed through periodic diagnosis, thereby progressing learning. It is expected that this will be helpful in establishing future study plans.
