If cities are not built in harmony with the ecosystem and this relationship is not constantly maintained, they will be vulnerable to possible natural disasters due to the imbalance between the city and the regional ecosystem, and the resilience of the city will be weakened. Ensure urban sustainability; Urban regeneration planning is required that promotes sustainable innovation, preserves diversity, focuses on modularity, restores ecological functions, shortens decision cycles, builds social capital and integrates local and global scales with urban governance processes. To make cities resilient by identifying and exploiting current and future risk scenarios, recognizing economic impacts and the need to strengthen financial capacity for resilience, emphasizing resilient urban planning and design, prioritizing factors such as protecting natural buffers, strengthening social capacity, and improving infrastructure resilience, there is a need to create an organizational structure that can support smarter principles of urban regeneration, such as prevention, mitigation, intervention and recovery planning.
