Public Control: "Second Wind" (to the 10th Anniversary of the Adoption of the Federal Law on the Fundamentals of Public Control in the Russian Federation)

After legislative regulation in 2014 public control confidently occupied a niche in the palette of civil society, subjects of public control were formed everywhere, and forms of its implementation were tested. We are analyzes the norms of the law that make difficulties in its use. As a society's tool in assessing the activities of public authorities, control should be accessible and understandable to any citizen without legal knowledge. Therefore, the author has made proposals for a modification existing norms and justified deeper transformations of this institute, based on the use of digital technologies. At the same time, further constitutionalization of public control as an important democratic element of Russian society is not excluded.
