This study examines the implementation of the BUMDes Sinar Mitra Gemilang business development program in Tambak Kalisogo Village, Sidoarjo Regency, using a qualitative method with interviews and documentation. Data were collected from interviews with village officials, BUMDes administrators, and the community, analyzed through Edward III's policy implementation theory: communication, resources, disposition, and bureaucratic structure. The findings reveal inadequate communication between BUMDes and the community, qualified but limited human resources, good government support, but low community participation. The organizational structure was ineffective due to resource limitations, yet business units like PPOB, catering, and cafes continued operating due to clear procedures. The program is functioning but has not fully achieved its management effectiveness goals.
