Municipal Control in the System of Regulatory Policy of the Russian Federation

Municipal control currently acts as an important part of the general regulatory policy of the state, has a noticeable impact on the most important areas of public relations. Therefore, the place of municipal control in the system of regulatory policy of the state should be clear, and the forms of its implementation should ensure the achievement of established goals. The article provides an analysis of approaches to understanding the nature of municipal control: municipal control as a function of local government; municipal control as a matter of local importance; municipal control as the authority of local governments. Municipal control is considered through the specific activity of local self-government as a public authority — coercion. The analysis of the provisions laid down in the Federal Law “On State Control (Supervision) and Municipal Control in the Russian Federation”, which allow us to conclude that in fact a unified system of control and supervisory activities of the state is being introduced, in which municipal control is part of it.
