This research paper presents an analysis of the decree of the Government of the Russian Federation in the field transformation of physical culture and sports. The relevance is due to the timing of the execution of this order: from 2024 to 2030. The metric and criteria for measuring the degree of effectiveness of the implementation of the action plan within the framework of a higher-level order are given. The degree of methodological elaboration of the goals, objectives and expected results of the projects indicated in the materials of the order is indicated. In the conclusion of the research work, the author's vision of the subject of regulation of this normative legal act is presented and a conclusion is formulated on it.
