The role of the assistant in providing medical care in medical organizations: analysis of the current system of nurse medical staff labor organization and formation of recommendations for improvement the efficiency of non-medical personnel management.

The medical practitioners and mid-level workers are overburdened with work that is not related to the medical care provision directly, so some of their functions may be transferred to non-medical staff. Purpose of the study: Analysis of the conceptual foundations and systematization of approaches to determining non-medical personnel status and the formation of recommendations for delegating a number of functions of paramedical personnel to potential non-medical employees. Materials and methods. During the study, a survey was conducted among employees of the SBIH Vorohobov’s City Clinical Hospital № 67 MHD. 188 respondents took part in the survey: 173 nurses and 15 doctors as managers. To evaluate the questionnaire results the standard deviation was calculated at a 95% confidence interval. Results. It is proposed to create a new structural unit in medical organization – an economic and service department – to manage nonmedical personnel. The possibility of introduction these organizational changes was assessed using the example of SBIH Vorohobov’s City Clinical Hospital № 67 MHD. A number of recommendations have been formed for regional executive healthcare authorities and medical organizations of the Russian Federation, aimed at solving the problem of paramedical personnel shortage and their high workload through the labor reorganization in medical organizations – the introduction of nursing assistants. Findings. The non-medical personnel management system, developed in this study, could facilitate reduce the impact of personnel shortages on the functioning of the healthcare system in the Russian Federation.
