The concept of technological development until 2030, approved by the Government of the Russian Federation, marks an approach to legal regulation of industry in favor of the country’s technological sovereignty. The article considers the organizational and legal forms of inclusion of high technologies in real production as research consortia and their differences from an innovative scientific and technological center, technology companies, small technology companies and small innovative enterprises. Their features are identified as legal entities created to carry out activities in certain areas, which must be determined in accordance with the Civil Code of the Russian Federation by special laws and other legal acts.
