The anti-corruption policy of a number of states testifies to systematic activities aimed at combating corruption. The analysis of the legislation of the Russian Federation showed that, despite the active formation of a legal and organizational framework that allows citizens to interact with state authorities and local governments in the field of anti-corruption, many issues have not yet been resolved, for example, in the case of protection of persons informing about facts of corruption. A study of the experience of foreign countries has shown that most countries are moving away from a staged approach to whistleblower protection to separate legislation covering various aspects of such protection. Finally, the authors conclude that the issues of protecting of persons who report on corruption cases and incentive measures (for example, payment of remuneration) will help to improve the efficiency of such activity.
