Conducting this study was a response to several actions that were taken by the Cabinet of Ministers of Ukraine and the Ministry of Education and Science of Ukraine directly during the 2024 admission campaign and which were associated with interference in the process of admission to higher educational institutions of students who declared their desire to study full-time and on a paid basis in graduate school to obtain the third (educational and scientific) level of higher education. At the same time, interference in the process was carried out by introducing numerous changes to the rules for entry into higher educational institutions, which were often adopted after many applicants had completed participation in entering campaign. The purpose of the paper is to derive the main conditions, terms, and procedures for the promulgation of normative legal acts in the field of education, which affect the rights of educational institutions, entrants to educational institutions, and students. The result of the study is an in-depth analysis of the legal norms regulating the awareness of relevant rights and obligations, including in the conditions of martial law, as well as an analysis of normative legal acts that regulate educational activities. The conclusions of the paper contain conditions, terms, and procedures for the promulgation of normative legal acts in the field of education, which were established based on the results of the research. These conclusions address and highlight the peculiarities of the situation with human rights and freedoms in Ukraine under martial law in view of generally accepted international and national norms of law. In addition, the study reveals issues of legal regulation of education in 2024, including those related to entry into higher education facilities, conducting exams, tests and other competitions as well as the provision of educational services.
