National bibliometrics of Ukraine: problems of formation

The article analyzes the domestic scientometric environment and notes that it is currently dominated by the information and analytical system "Bibliometrics of Ukrainian science". It is emphasized that it does not present in chronological and geographical aspects the segment of the historical heritage of the national bibliography of Ukraine, where prominent figures of education and culture are present. It was found that the existing domestic metric projects do not comprehensively cover scientists who were forced to leave for other countries and integrated into the research teams there, whose activities are one way or another related to Ukraine. The theoretical and methodological foundations of the formation of a consolidated Ukrainian-oriented segment of the global bibliometric environment have been determined, which will enable the implementation of the National bibliometrics of Ukraine project. For the first time, such a phrase was introduced in the publication entitled "National bibliometrics of Ukraine: formation in the conditions of the migration challenge". The creation of the information and analytical system "Bibliometrics of Ukrainian science" was considered. It was implemented by the Bibliometrics and Scientometrics Department of the Information and Analytical Support Service of State Authorities of the Vernadsky National Library of Ukraine. It is noted that the main difference between the National bibliometrics of Ukraine and the existing domestic metric projects is the source base, which should cover the global bibliometric environment, which reflects the intellectual contribution of the nation to world science, education and culture for all times in all countries. It was established that during the formation of the National bibliometrics of Ukraine one should take into account the achievements in the field of development of the existing domestic bibliometric projects. It was noted that the creation of the National bibliometrics of Ukraine will allow the implementation of a new paradigm of scientometric activity for evaluating the effectiveness of scientific research. Its essence consists in the introduction of methods of intellectualization of automated analysis of consolidated quantitative bibliometric indicators and their subsequent professional scientific examination.
