In the context of innovative development of the agricultural sector, the importance of using all types of resources is increasing. Modern agricultural production is characterized by a tendency to increase the share of digital technologies used in the management of technological complexes, the formation of appropriate institutional factors reflecting the changing nature of human interaction with production resources in the contour of human-machine systems. In the system of interaction of production resources, staffing acts as a special resource of agricultural formations, when human capital begins to act as one of the determining factors of innovative development of the regional agro-industrial complex. Institutional transformations of the agricultural sector of the Republic of Tatarstan ensured the preservation of the potential of agricultural formations. The formation of effective organizational forms of agricultural business was largely due to the systemic effects of solving urgent problems in the development of labor resources, which led to the development of a personnel support system for the innovative development of the regional agro-industrial complex and sustainable socio-economic development of rural areas.
