This paper examines the problem of applying the regional development smoothing system. In particular, this paper examines the problem of said development taking into account the coordination of all economic entities in the regions: commercial and non-profit organizations, government officials, representatives of public movements and other economic entities. As a result, the key factors influencing the application of the regional development smoothing system were analyzed: firstly, the elements of said system were conceptually substantiated; secondly, the principles underlying this system were defined; thirdly, the views of all economic entities were systematized and the prerequisites for the emergence of a conflict of interest between them were established.
