Significance. The National Health Care project includes federal projects "Development of the primary health care system" and "Modernization of the primary health care system of the Russian Federation" (implemented from 2022) aimed at improving the provision of primary health care to the population, increasing its accessibility to citizens living in settlements with a population of up to 2,000 people, as well as working and to students, citizens in close proximity to their place of work or study, including using mobile medical teams, equipped with mobile medical complexes. The procedure for organizing the activities of the mobile medical team is regulated by the Order of the Ministry of Health and Social Development dated 05/15/2012 No. 543n "On approval of the Regulations on the organization of primary health care for adults", which clearly outlines the range of activities: preventive medical examination, medical examination and primary health care. However, the field of activity where field-based forms of work are used to provide medical care is much wider, in addition, the heterogeneity of climatic, geographical, ethnic and socio-economic conditions in different regions of Russia should be taken into account. Thus, in our opinion, there is a need to structure, formalize and create a regulatory legal framework regulating field-based forms of work in the healthcare of the Russian Federation. Purpose: to study the regulatory legal framework and the feasibility of using on-site forms of work in healthcare of the Russian Federation. Materials and methods. An analytical review of scientific publications and regulatory legal acts, as well as publications on the Internet (from 2010 to 2024) was conducted, from which 65 sources were selected that meet the purpose of the study. The study used materials from scientific electronic libraries eLibrary, CyberLeninka, ConsultantPlus databases and the Internet, which are freely available and meet the inclusion criteria for analysis (compliance with the selected research topic, full-text format of the work, open (free) access). The research used methods of content analysis, analytical generalization, analogies, and formalization. Results. The content analysis of normative legal acts and scientific publications on the research topic showed that the relevance and expediency of using field-based forms of work in healthcare is determined by complex climatic, geographical, demographic, diverse ethnic and socio-economic factors of regional development. However, the regulatory legal framework governing the provision of medical care using on-site forms of work is extremely limited, which leads to legal conflicts and negatively affects the development of on-site forms of medical care in general. Conclusion. The climatic and demographic conditions of the Russian Federation predetermine the feasibility of using mobile forms of medical care, including the use of modern mobile medical complexes. At the same time, the regulatory legal framework for the activities of teams providing medical care outside a medical organization requires further development, including at the federal level.
