Type-2 Picture Fuzzy sets generalize Traditional Picture Fuzzy sets or Type-1 Picture Fuzzy sets. Measures of information as well as knowledge are the important components of the Picture fuzzy sets theory. This paper axiomatically proposes a Knowledge measure in Type-2 Picture fuzzy context. Some examples are discussed to test its reliability. Along with the proposed measure, a Score function for Type-2 Picture Fuzzy sets is proposed and compared with various other score functions. Further, an Accuracy measure is proposed and applied to tackle Medical diagnoses, Pattern recognition, and Cluster analysis problems. For solving Cluster analysis problems, a novel appraoch is proposed. The proposed Accuracy measure and Score function-based Combination Compromise Solution (CoCoSo) method is proposed. In the end, a real data-based case study involving the selection of the best team for IPL tournaments is carried out by using the proposed method.
