The article presents a scientifically grounded concept of leadership development of future specialists of the State Emergency Service (SES) in higher education institutions with specific learning conditions (the Concept). The Concept is based on an interdisciplinary approach and a synthesis of pedagogical, psychological, acmeological, axiological and cultural approaches. The paper outlines the theoretical and methodological foundations, key pedagogical conditions, content and methods of implementing the Concept. In the process of implementing the Concept, it is envisaged to: determine the relevant content of academic disciplines; introduce interactive forms and methods of teaching; combine classroom and extracurricular work; provide ‘mixed’ formatting of classes (online and offline); coordinate the work of specialists of different profiles of higher education institutions with specific learning conditions to develop leadership skills in future SES specialists.
