This paper investigates the fundamental cognitive question: “How are questions generated?” by introducing the concept of the Thought Operating System (思想OS, or TOS). The TOS is defined as a dynamic and structural mechanism through which human intelligence processes, reshapes, and regenerates meaning.We analyze the emergence of questions via the interaction of three core components:(1) Fundamental Question (FQ): the gravitational center of meaning,(2) Structural Tension: the misalignment between value and reality,(3) Mindflight Cognition: the cognitive jump across structural viewpoints.These elements form an internal logic that allows the TOS to generate questions, triggering further questions in a continuous loop of meaning reconstruction. We argue that this recursive process redefines the nature of thought itself, leading to the proposition: “Thought is a structure that generates questions.”This is the first installment of the Thought OS Series, and serves as a foundation for rethinking intelligence not as response-processing, but as question-generating.
